A classic in the genre is Mary Smith's Crime Prevention Through Environmental Design in Parking Facilities published by NIJ all the way back in 1996 (not much has changed).

Of course in Minneapolis we've been abiding by the Minneapolis Parking Ramp Safety Design Criteria since 1990. Details of this ordinance (and St. Paul's) are found in Smith's article.
